Notice to Belle Creek Property Owners

In 2009, it was anticipated that the Belle Creek Metropolitan District (“District”) would need to increase the monthly fees charged for operations and maintenance and/or increase the mill levy to fund District operations.  To more efficiently serve the residents of Belle Creek, the District submitted a Service Plan Amendment to Commerce City.  The proposed amendment transfers covenant enforcement and design review services from the Belle Creek Homeowners Master Association (“HOA”) to the District, increases the District mill levy cap from 45 to 70 mills, and provides that District operations and maintenance costs, currently funded by a monthly fee, would be funded by property taxes.  On December 1, 2008, Commerce City approved the proposed Service Plan Amendment.

The intent of this amendment was to consolidate some of the District and HOA recordkeeping and eliminate the costs of billing and accounting for the two sets of dues.  The District and HOA also expect to save considerable time and money currently spent pursuing delinquent accounts.

In 2008, Belle Creek single family home owners and townhome owners paid $45 and $20 a month, respectively, to the District for operations and maintenance costs.  Additionally, Belle Creek single family and townhome owners paid $78 a year to the HOA for covenant enforcement and design review.  The good news is that although property taxes are increasing in 2009, there will no longer be monthly and annual dues charged to homeowners.
